BEEHIIV_SEND_WELCOME_EMAIL controls whether Beehiiv sends a welcome email; 'true' / 'false', default 'false'.
Subscription status is read through the KV cache (CACHE_TTL.newsletterStatus), and subscribe / unsubscribe invalidate the matching cache key.
